Azure SQL Database connectivity issue due to the high resource utilization

We will receive the error message 40613 for variety of reasons caused the Azure SQL Database unavailability. Recently, we observed that customer is using the Gen_5 2 vcores database where requests reached the limit 200.

We had to restart the Azure SQL Database to resolve the connectivity issue to avoid this issue we have to increase the vcore count as per the work load.
